1st Interdisciplinary Symposium on Public Procurement

The Faculty of Law of the University of Copenhagen and the Faculty of Economics of the University of Rome Tor Vergata announce the launch of the 1st Interdisciplinary Procurement Symposium on Public Procurement. Its aim is to, through dialogue and discourse, bring together economists and lawyers in the field of public procurement, in search of reducing their language barriers and cultural diversities, aiming at reaching a joint wider understanding of specific issues, also to fulfill the ambitious task of suggesting reform for better rules of acquisition for Public Administrations. While topics and references will certainly involve the European Union environment it shall not be limited to this area, taking advantage of best practices worldwide.

The first edition will take place in Rome, June 6th and 7th 2011, in the beautiful setting of the ancient Villa Mondragone, in the outskirts of Rome, during two days each one subdivided into 2 themes, for a total of 4 themes.

Papers presented will be partly based on invitations (8 papers) of scholars and partly on the selection of another 8 papers submitted.

We encourage you to submit abstracts of papers on the 4 following themes only:

  1. Competitive dialogue and contractual design fostering innovation and need analysis;
  2. Separation of selection and award criteria, including exclusion of reputation indicators like references to experience, performance and CV’s from award criteria;

  3. Retendering a contract for breach of procurement rules or changes to contract;

  4. Set-asides for small and medium firms, as in the USA system with the Small Business Act that reserves shares of tenders to SMEs only.

PLEASE, NOTE THAT THE CONFERENCE WILL BE HELD IN ENGLISH WITHOUT TRANSLATION.
